Motorcycle Helmet Law Enforcement Suspended

MANILA, Philippines - Motorcycle riders will be given until January 1, 2013 to have their helmets inspected and tagged with an Import Commodity Certification (ICC) seal by the Department of Trade and Industry, the Land Transportation Office (LTO) said Friday.
All LTO personnel have been ordered to just remind motorcycle riders starting August 1 to have their helmets inspected and tagged, the office of LTO chief Virginia Torres said in a statement.
"The issuance of citation tickets and the imposition of penalties shall commence on 01 January 2013," said the LTO's Atty. Alfonso Tan.
Tan said the move is in line with a request from the Department of Trade and Industry (DTI) to be given until the end of the year to complete helmet inspections.
Lines have been long at DTI offices this week, as motorcycle riders scramble for the IIC stickers for their helmets or else risk hefty fines.
One rider, Ernesto Bautista, came all the way from Laguna. He has gone to the DTI 3 times but had yet to get a sticker.
In Valenzuela, tempers boiled over as a DTI representative failed to arrive by noon.
"Walang sistema," one motorcycle owner said.
"Iyung proseso di maayos," another said.
The DTI's helmet inpection and program only began July 20.
