LTO LAWS- Philippines city ordinance

    Just wondering if anyone has any news on New cited laws that are not posted in the LTO offices.

    for eg; the loudness of your exhaust system, is their an ordinance code that states your exhaust can not be at a certain db level.

    that's just an example. anyone? if you have access to a law office or friends on the inside in LTO or city office, that can get you this information. I am sure members would all be great full.

    SOME OF THE PRESENT RULES AND REGULATIONS FOR MOTORCYCLE RIDERS CITED BY THE LTO.

    1. NO HELMET - FINE OF 1,500 AND SEMINAR SKED BY LTO.
    2. NO SIDE MIRRORS - 1,000 FINE AND SEMINAR SKED BY LTO. SIDE MIRROR SHOULD BE LARGE ENOUGH OR AT LEAST 1" x 3" DIMENSION.
    3.WEARING SANDALS OR SLIPPERS - 500 FINE AND/OR SEMINAR.
    Regarding the loud pipes, I don't know if they are any law prohibiting loud pipes. I think its forced only in some places. about the modification of lights like the signal light, park light and tail lights, I think its ok as long as its still visible and will not compromise safety and will follow safety standard.
    I got this when I was caught riding w/o helmet in meycauayan, bulacan by the LTO. Also, HID is strictly prohibited in San juan city. I was also caught by the LTO.
    "ignorance of the law is not an excuse".... ride safe!

    there is a law that states you must have ALL working lights, including a working light on your L-plate. it is posted here in the forum. i am just trying to get more info for all members, so they can be aware.

    1 time, traffic enforcer thug me, due to my YRS pipe, on their ticket it realy indicates that there is a law which prohibits loud pipes, but it also indicates that open pipes or disconect pipes are illegal. is open pipes and tuned pipes are the same? if not, maybe its not illegal after all to have tuned pipe

    Yes, i heard that a law stated a db level if 112db or higher is illegal. but here the police told me that if they pull you over and rev your engine to determine if it's too loud. that means there not using a sound gauge to determine the db level.

    So in short, if you get a ticket for having a loud pipe fight it, unless they can show you the cited ordinance for a db level and then test it using a sound tester.

    remember 118db will make you deaf, I am not sure if the 112db is correct. that's just what i heard.

    Is there any updates in any new laws about motor vehicles,

    example; neon lights, HID lights, led lights, plate covers strobes, fog lights (suv's) non-motorcycle horns?

    I have heard that some or all of these things are banned and or LTO can and will confiscate if caught.

    is there anyone out their that can provide a copy of this documents?

    AAP OFFERS TO REPORT UNAUTHORIZED "WANG WANG" USERS

    Responding to President Benigno S. Aquino III’s inaugural address pledge of “No more wang-wang,” the Automobile Association Philippines (AAP) offered to report to the Land Transportation Office (LTO) the license plate numbers, make and model of motor vehicles equipped with but not authorized to have sirens, bells and whistles.

    AAP president Augusto C. Lagman hailed the newly installed President’s promise to do away with the sirens, dome lights, blinkers and other gadgets, commonly called “wang wang,” that some motorists use to bully their way through traffic. He encouraged AAP members, the general motoring public and commuters to note down the license plate numbers and other identifying details of unauthorized wang wang users and inform AAP by calling 414-2288 or 0917-504-2288. AAP, in turn, will report these to the LTO and Highway Patrol Group.

    AAP Vice President Johnny Angeles, who chairs the Road Safety Committee, said that the rampant unauthorized use of wang wang impedes traffic flow and endangers road users by creating confusion and chaos on the road. As the national auto club, AAP represents and protects the interests of motorists, particularly as regards road safety.

    Presidential Decree No. 96 issued in 1973 declares as unlawful “the use or attachment of sirens, bells, horns, whistles or similar gadgets that emit exceptionally loud or startling sounds, including dome lights and other signaling or flashing devices on motor vehicles” that impede and confuse traffic. These devices will be immediately confiscated from those violating PD 96.

    Exempted from PD 96 are motor vehicles designated for official use by the Armed Forces of the Philippines, National Bureau of Investigation, LTO, police departments, fire departments and hospital ambulances.

    The official motor vehicles of the President of the Philippines, the Vice President, Senate President, Speaker of the House of Representatives and Chief Justice of the Supreme Court are also exempted from PD 96.

    I am trying to merge all the queries for these after market accessories as there are already too many threads and too many posts that is confusing one after the other.

    Let us summarize what we already know that is illegal and make another segment for verification:

    Illegal:
    1. sirens (wang wang)
    2. blinkers or flashers
    3. those dancing led or lights however you may call it that emits on and off function
    4. commemorative plates that are expired
    5. use of plate covers (clear and tinted)

    Pending :
    1. sale of sirens as draft for the illegal is still being done by DOTC (late by 10 years)
    2. HID with or without projector (this is highly debatable and discretion is left to the arresting officer at that time)
    3. after market horn ( as there is no instrument that is being used to measure the db)
    4. placement of valid commemorative plates as there are two conflicting versions both issued by LTO


    I guess I was able summarize it all and leave it to perhaps MRO to have a dialogue with LTO / HPG and other concerned authoritiess. For now, we will have to contend ourselves with running stock as there is no complete guideline. This is up to the authorities to interpret and obviously, not a single entity can answer this as there are several agencies to contend with doing apprehension. To each his own , ikanga and poor motorist will only have to sit down and watch as more confusion can be seen.

    If i were the head of LTO,HPG , DOTC and MMDA, I will resign for all the fiasco. Why did it have to reach this point? Kasi , I am not doing my job plain and simple. New administration comes in and I will have to save ass by showing them that I can partly do the job. You think it is doable, maybe yes but more on the no given what we can see.

    Who is to blame? All of us as we joined the circus and saw the advantage of being one of them. We bought HID as our friends have. We bought louder horns to avoid being hit kuno or to save lives but it is more of being heard. We bought what we thought was right for us and everyone else followed. If we are all disciplined (which I am not), there was no need for all of these.

    whats the basis? it will always be based on the DB, no matter what your pipe is or what it will look like, what you got a stock t135? may it be on vixion kit, 160+ or 180+cc? i would really care about it, its noise is nothing compare to a 1300cc harley with stock down pipe, this is big bullsh*t,

    I have a freind here who is my co-employee. riding a Raider150 and uses stebel airhorn. Was confiscated by enforcers at sta rosa laguna, enforcers claim it as a "wangwang" even thought they test it in actual.. damn enforcers!! this is an example of kottongs.. :( :(

    Aug 22 Sunday, According to CDC office here in Clark, the Open pipe law is NOT in affect due to inefficiencies in the implementation of the law. It is under investigation and is currently suspended at this time.

    Hi Guys, can I ask or add to this thread if AHO Bill ("Always Headlight ON") was already implemented? I am not against this bill but I just want to know so I can setup back to stock my Headlight and most of all no more eyecandy for CROCS

    LTO should not authorize CROCS on Hi-way's....they could be hit oneday....so CROCS beware....dont abuse ur badges....U dont know were u get ur daily salary.....that why I dont trust CROCS anymore....they just want something for thier FAT belly....
